The problem of old age is known as one of the most serious problem in today’s world. The old people can be seen everywhere. Many countries will experience aging populations in the next century because of declining birth and mortality rates. China will soon join their ranks. According to statistics, the aging of China's population will approach its peak by the middle of the next century, with the percentage of the people aged beyond 60 making up 27.4 percent of the total. That means one out of every four people will be elderly.

As for the issue of aging, its situation has been growing increasingly severe in spite of the fact most people are still ignorant of the problems it brings about. 平上，劳动年龄人口在总体人口中处于核心和支配地位。劳动年龄人口比重高表明劳动力资源丰富，供养系数低，有利于经济发展；劳动年龄人口比重低会导致劳动力资源减少和供养系数加大而制约经济发展。我国以59 岁为劳动年龄上限，是上世纪50年代根据当时的生产力水平和人均预期寿命确定的。50年来，我国的社会生产力水平已大大提高，人均预期寿命已延长到70 岁，如果退休年龄仍维持在50 年前的水平，则对于劳动资源的有效开发利用以及人口老龄化危机的应对都不利。因此，我国可以借鉴国外的经验，实行弹性退休制度，对一些技术含量较高的行业和产业，适当放宽退休年龄。国家可以通过技能开发和培训学习提高人们适应劳动力市场的能力，延缓退休年龄，缓解人口老龄化压力。各地可以建立老年人才库，合理利用老年人才，使一部分力所能及的老人，例如教师、医生、律师、科技人员等重返职场，或者投入社区，加入到为老年人服务的行列，缓解我国社会保障所面临的口老龄化的压力。
